
The problem here is that we simply have no system to link directly to a particular setting. Instead we can only link to a settings _section_, and the user has to scroll to find the setting they want. There is a similar issue in Calypso AND Jetpack/wp-admin.
@beaulebens I think we need a separate mini-project here so that we can link directly to a settings panel (and/or highlight the border of the settings in question, push them to the top of the list, point at them with a tooltip prompt, etc etc). Same as for https://github.com/Automattic/wp-calypso/issues/22692
Also, the reason why it's positioned half-way down the list when you click the link is because in order to see the prompt, you had to scroll the wp-admin page, and since it's an SPA it doesn't reset the scroll position when you navigate.
In theory this (and similar flow issues within Jetpack) could be tackled using the Scroll To Component method I implemented in Calypso here: https://github.com/Automattic/wp-calypso/pull/22931
Will wait to see what the designers say over there before porting over here.
Removing from Hack Week in favour of longer term direct-link solution as per conversation with @rickybanister
In discussing with @johnHackworth, we felt it would be more clear if we could create routes like /settings/traffic/google-analytics that show only one setting per page. That page would have a header-cake to go back to the whole traffic tab.
This has been removed from hack week so we can work on implementing this along with the checklist feature and 'do it right'.

Tested and confirmed that clicking on the "Monetize your site with ads" link on the Warm Welcome overlay lands me on a section unrelated to ads. (1m21s)

It is still a priority. @johnHackworth and team will be working soon on a solution to this where we create a route for each settings card so we can directly link to them.
