Solved. I had Command Line Tools in my path instead of XCODE.
Maybe worth checking it during install.

Sorry but that solution is not clear enough. Can you elaborate please since I am having the same issue with Bowser boilerplate? thanks

Sure. For some time you don't have to install XCode on your Mac, which is good because of its size.
I don't do RN normally, so I use lighter version = command line tools. It sets some path variables like XCode, so probably boilerplate didn't find any problems early enough.
What you have to do is reinstall xcode properly and it will re-apply proper paths
