Id: Categorize community index

There are too many communities on the post-save success screen now. This is a good problem to have, but I'd like to break it up into "Local", "Regional", and "World" tabs, so we're not just showing a big list of stuff, often with multiple facebooks, multiple twitters, etc. We can assign these categories automatically because we know the bounding polygons (and hence areas) for all the communities.

This may sound contentious, but do we need these at all? After the first time you see them they're just noise. Until the time you decide you want them, of course.

It's ok if you don't personally use them, but plenty of other people do use the links to connect to the community around where they edit.

I think they'd be better on a help menu than taking up screen estate. What you'd put in their place, I don't know. The search pane, maybe. Or the edit feature pane for the last feature edited. The probability that I'd want to immediately want to see either of those after saving isn't high, but it's not that low either. The number of times I've made use of the community index after saving has been, in the nearly a year I've been using iD, zero.

I'm not saying they're of no use whatsoever, or that other people haven't found them useful, just that I don't think they deserve or need that level of prominence.

I would like to see what i did save (Number of Features, Change-Set-Comment, maybe a list of links to the edited objects) on top of the screen before the community index. An introducing section for the community index (like: OSM is a volunteer projekts, volunteers often organize locally, you can connect to then with the information given below).

Doesn't it do that now? The very top of the success screen has a link to your changeset on osm, so you can look at those things if you want.
