Hugo-coder: [v2] Mobile Menu

Implement a menu for mobile screens.

There are two options:

  • A simple CSS collapsible menu.
  • Move the menu bellow the site title.

We must avoid adding a CSS or JS framework to do that.

I got a functional collapsible menu in pure css. I will make it look better tomorrow (it's midnight in France), and open a PR :)
