I fetched this from the last update's steam page. And it's very interesting:
Add a server command increasing maximum download speed to make downloading faster DIRECTLY from the server. I know it's not very smart, but why not? It's too slow for today's standards.

IIRC file download speed is tied into the server's tick rate. The networking system would need to be redesigned to make this work, and it's no easy task.
We need multi thread download in CS.
the problem here is, if this will be added. a host will have a high consumption about bandwith and my machine are hosted on Argentina where the bandwith is to bad and expensive and with this feature can be perjudically for other services are installed on the machine (warp/lag/problems with bandwith limitation)...
For FastDL i buy a webhosting with unlimited bandwith (on eeuu)
I agree if i can add some parameter for disable control/force download speed limit directly from server like -sv_download_speedlimit 2048 (Kbps/s) and you cant change that value
