Gutenberg: Comments metabox functionality missing for Gutenberg (ie. Add Comment)

Describe the bug
Coming from core#47753 it was found that the Comments metabox is missing so Admins can no longer 'Add Comment' via the backend of the editor;

To reproduce
Steps to reproduce the behavior:

  1. Go to a Post in block editor
  2. Try to find the 'Add Comment' functionality, it's missing.
  3. Enable Classic Editor.
  4. Go to a Post in classic editor
  5. Under Screen Options check 'Comments'
  6. Find the Comments metabox to see the 'Add Comment' functionality.

Expected behavior
Similar functionality should be present in the block editor to allow Admins to keep using this feature.
