Right now you can make easy / cheap paper with 1 paper and 1 sapling to make a Pam's Paper Bark tree and yeah very cheap...

Not sure if there is a villager trade for this as well, but probably yes.

we have harvestcraft source so every thing is possible to change and balance

And the other early game alternative is stone slabs and chad and you loose the slabs in the process. Seriously, this was a bug GregT even admitted it was a bug and the slabs were supposed to return.

So, if you nerf or remove Pams's paper tree, please, at least fix the workbench recipe to have the wooden slabs stay in the crafting grid beforehand.

There are multiple progression quests around it so it shouldn't be as easy as 1 sapling + 1 paper + bonemeal/time.

Most don't know about that tree, I did not and forgot about it on my current playthrough.
I kinda like that there are a few things that enable simpler ways of doing stuff in the beginning, than what the quests suggest.
If i were to make a suggestion, make it so that you can create it with one item from lv, or it needs a thaumcraft crystal from twilight, terra and aqua crystals to craft.
Most of the paper I have used has been for the tinkers construct anyway, some for TC

You can also find them in the world. It's just a nice to have.

with carpeter it is realy easy to produce paper. The tree helps only in the first days until you reach the carpeter and paper isnt that important.
