Issue description:
When creating a 3D particle system, and changing the modulating color in the particle material,
It does not change the overall color of the particles.
Oh and yes. They are given a mesh with a spatial material with all default settings; other than
the particle billboard.
You need to enable Vertex Color->Use as albedo in the mesh material for particle colors to take effect.
This may need to be documented, lot of people miss this detail about material color (docs only mention 2D texture).
