The game has an ingame status. The splash screens at the start are partially visible, you come ingame blind, 'cause you hear the intro play (here the music and voices are too fast). afterwards you can see and hear clearly (if you have played vc times) that you are in the game. it is also possible to switch to the pause screen (for once, then the game hangs with no error output).
There's also a test-case message (see screenshot below)

Please verify that the game dumps you're using are unmodified (ex. no region free hacks or anti-piracy bypasses). The program you're using may add them automatically, the best way to do it would be to FTP the files directly from your Xbox.

I still don't recognize any menus, but I get blindly into the intro (which is rendered over the ingame (renderware) engine). In the last build everything remained black. The audio output is way too fast. The game then stops in front of Rosenberg's office (but doesn't freeze, it just doesn't go on, because nobody gets out of the car or can get out)
What you are being presented here is extraordinarily funny (see video).

Hmm, I was able to skip intro and get ingame some days before, but without anything on screen, wireframe mode works, but very glitchy.
Update:
AMD old (HD5830 for example) doesn't render anything, like in Smashing Drive. NVIDIA (even old) - works as should.

A recent PR for Shader Slots emulation has two screens for _GTA III_ and _GTA: Vice City_ in the details highlight in the main post.
The screen for GTA: Vice City has the same title ID but different versioning number to some screenshots in an old post from another user above - it says [v1.03] there while the images from one specific post above say [v1.02]. Another edition? Maybe the game the programmer has is the PAL regional release, and the one above is for the NTSC region?

Title ID : 0x5454000F = [TT-015]
Version : 0x00000002 = [v1.02]
@NZJenkins has v1.03 build which require a different ticket report status.

Please ask this in discord only, game compatibility's tickets are only to report status including multiple builds of same title separately.
That's a too narrow definition. It's important to give permanent explanations for what the versions mean (maybe make a wiki page on that on the repo) when pertaining to the page titles. Also, you forgot to add the title ID: [TT-015] to the heading.
Edit: worth adding from the Discord chat. Programmer Luke gave this possible reasoning for the different version numbers of a game with the same title ID:
"They sometimes make a big difference, different version numbers can be compiled with different XDK versions which can drastically impact compatibility".
Some evidence of a game(s) that could be working in different ways on a work-in-progress emulator like the Cxbx-R is Silent Hill 2.

Edit (May 9, 2020):
Testers, please retest game here as you will see better results ingame due to a recently merged PR, that implemented support for Xbox MSAA (Less chance of squashed viewport on screen. And some graphics in some games are better aligned together.).
The character models in the early GTA games on Xbox were offset in the emulator. That should no longer be the case. Whole models are intact as designed.
Also, please add the full title ID just for this issue, man. [TT-015] [v1.02].
