Gala: Darken the background when pressing Alt+Tab

When cycling through the windows in Alt+Tab, darkening the background gives a much better focus towards the choosen window.

Just for clarity, the discussion had in slack was to

  • [ ] Not change the opacity of background windows
  • [ ] Remove the zoom animation
  • [ ] Darken everything but the focused window and the dock
