Fec-cms: Data Driven Drop Down Menus - Candidate Party Filter

Overview:

On the candidate browse page there is a list of hard-coded party codes. The list of party names in the drop down omits some party codes that candidates have used to registered this cycle. The list also includes other party codes that yield no results.

For Example:

• In the drop down, yeilds no results: Commonwealth Party of the U.S. (CMR)
• Omitted from drop down, has 8 registered candidates: Independence Party (IDP)

Proposed solution:

Make the list dynamically generated, list should only offer the range of options that have been used by candidates.

(@lbeaufort @PaulClark2) Amy was doing some housekeeping and closed this issue. The work is not complete and the issue still exists. I'm reopening this so we eventually fix the drop downs.
