External-dns: GitHub repo description & topics

Just a reminder to hunt down some admin to fix the GitHub repo description. My proposal:

Configure external DNS servers (Route53, Cloud DNS and others) for Kubernetes ingress and services

I think the repo description should be meaningful and attract the main potential users (which are users of cloud providers right now as we have no other implementation at the start).

Open for other suggestions for the main "tagline".

We should also use GitHub's topics feature. Topics would probably include dns, kubernetes, route53, aws, clouddns, gcp, ingress.
