Eui: [EuiDataGrid] Navigate column actions with arrow keys

You can navigate to cells with arrow keys, but when you open the column actions popover, navigating those actions with up/down keys no longer work, navigation with tab key works. it would be more user friendly, if up/down keys would work in this context.

Note for anyone that picks this up. It should likely be in addition to tab, not replacing tab.
