Eddiebot: Creating a bot that sends a congratulatory message on first PR

Current Status: When a first PR is made to the community, there is no message sent to the person creating the PR

Expected behavior: A bot that sends a congratulatory message across all repositories on a person first PR

Message: Congratulations on your first PR to the EddieJaoude Community

This will help new or first-time contributors feel good on their first PR and also ease the tension as to their PR getting merged.

@alrifay yes I think we can close it. However it seems the bot always responds and makes a comment on new PRs, even if they are not the contributor's first PR to the project. We might need to configure it further.

@BOLT04 the Action is quite generous at the moment, I left it open just in case someone comes back later and forgets the original message - we can cut it back to check with a date to see if the last contribution was in the last 30 days (or something similar)
