Scenario 1: You probably have outdated Microsoft .NET framework libraries. Update to the latest MS .NET library version: https://dotnet.microsoft.com/download/dotnet-framework

Scenario 2: Something strange with language localization files. Try starting from scratch with the latest version of DS4Windows app (ie. remove everything from %APPDATA%DS4Windows folder and extract the latest version of DS4Windows to a new folder like c:gamesDS4WinApp to make sure some left over files from an old version is not causing issues (important! Try to use c:games or c:apps or whatever folder, but NOT the default c:program files folder because on some PCs the ProgramFiles folder requires elevated privileges to read and write files).
