Dockstore: GitLab registration of workflows not working

Describe the bug
Integration tests are failing on hotfix branch when manually registering a GitLab workflow

To Reproduce
Steps to reproduce the behavior:

  1. Run GeneralWorkflowIT#testManualPublishGitlab integration test

Expected behavior
Test should pass

Additional context

Works on develop branch because of this part of a PR. It's not clear when GitHub API changed their behavior.
