Decidim: Activate the vote reception in Bulletin Board

Decidim will automatically send the request to open the Bulletin Board when the date and time defined on "Set up a new election" #5959

As at the moment we're still discussing the cryptographic details, for now, we will not honor the public keys generated on S-PGME.01.

Acceptance criteria

• [ ] As the system in Decidim, I activate automatically the Bulletin Board when the date and time defined on #5959 arrives
• [ ] As a visitor I can’t vote at any time
• [ ] As a participant I can’t vote before the election is open
• [ ] As a visitor I can see the output for this task on the Election Log

Hi @decidim/product ! 👋

Once starting to work on this, (sorry 😄 ) these are our concerns:

Why it's needed to be the BB the one who activates the election? Our proposal is that _decidim_ sends it automatically to the BB a call to activate it.

Pros of our proposal:

• It reinforces the idea of Decidim as an Authority and the BB takes action to the requests from validated clients.
• If _decidim_ is the one who makes the request, the BB will answer with a status. It will help on the status sync between both systems.
• Thinking in future needs, if we need to make a manual activation (i.e. from the admin) we will not need to add more logic or complexity. "Just" a button.

Cons: a bit more effort, but we are confident with this approach.

@eva-sl it's updated, I also changed the references as it was wrong (#5962 was merged in #5959). Please review the new version and let us know if there's anything else to change.
