Decidim: Hide participatory spaces links from main menu if none is published

  • Right now Assemblies can only be activated by the developer or sysadmin that installs Decidim.
  • Assemblies should be activated by the admin of the organization.
  • This activation should be tenant-specific.

We're finally going for hiding the link to the space if no element is published. This will apply to both processes and assemblies, so if no process is published no link will be shown. Same for assemblies.

Assemblies should be released by default with decidim on v0.7.0, AFAIK. Once released, they will be as important as Processes. Pinging @josepjaume to confirm this.

We can hide the Assemblies menu link in the public pages if there are no assemblies visible, is this good for you @decidim/product?

I think it is a good solution not to display Assemblies in main menu unless there is one created. This might remove the option to activate assemblies from admin panel. Good for me.
