Code-settings-sync: Continuously syncs when two Code windows are open
Visual Studio Code Version : 1.8.1
Code Sync Settings Version : 2.4.2
Operating System : Windows 10 Pro
Occurs On: Upload
Proxy Enabled: No
Reproduction Steps: Configure extension to auto upload and download as well as force download, then open two Code windows. Each window will download, sync, and upload in turn, causing the other window to start downloading, syncing, and uploading.

Hitting the GitHub API limit currently. Likely because of this bug. Perhaps while a fix is being worked on for this extension there can be a hardcoded timeout after a sync before another sync is allowed?
