Client: Team/user name conflict after user has been deleted

Issue: Team cannot be created with the name of a user which has been deleted

How to produce de the issue: When creating a team, Keybase app displays the following message when trying to use the username of a user which has since been deleted.

There is a Keybase user called 'x' and we are currently not allowing team/username conflicts.

Expected behavior: The application should allow for a deleted username to be used for a team name.

How then can I change my username into a team name? I registered a name for our company, but it's obvious now that this should be a team name. I understand this could be an attack vector but there needs to be a migration strategy, at least for those of us who were around for the launch of teams.

And I can guarantee this is going to come up frequently in the future. Look at what people do on social media. Business owners frequently create personal profiles to represent their company on social media, then learn that the network supports (and requires) some special type of "group" profile. So they switch (and then spend months getting their "friends" to become "followers" or what have you).

The error message can use work but this behavior is desired. We can鈥檛 reuse names Willy nilly since it is an attack vector.
