Cli-microsoft365: Enhancement: allow configuring ACS app-only auth in SPO

Extend the spo tenant settings set command with the DisableCustomAppAuthentication true|false option to allow admins to configure if ACS-based app-only auth should be enabled or not.

For the implementation see the Set-SPOTenant cmdlet

Hello @waldekmastykarz - Just a quick confirmation before I start implementing this command.
Currently the command set for spo tenant follows spo tenant settings set. Do you think we need to update the specs so that the command follows the consistency.
Pardon me If I am being particular about that, though it is self-explanatory, just wanted to confirm on that. 馃

Good catch @arjunumenon and my bad. I'll update the spec to point to spo tenant settings set which is the right command to extend.
