Cli-microsoft365: Enhancement: Support specifying typescript version with 'o365 spfx project upgrade'

Enhancement:
o365 spfx project upgrade is a great utility, thanks! With SPFx 1.8.0 now supporting a range of versions of TypeScript, it would be really handy if the command supported selecting a version of TypeScript to upgrade to.

E.g.
o365 spfx project upgrade --toTypeScriptVersion 3.3.4

Or perhaps, to simplify the issue, a switch to update to the latest version of TypeScript (that the command currently supports).

E.g.
o365 spfx project upgrade --toTypeScriptLatest
