Cli-microsoft365: [Refactor] Refactor SPO duplicate ensure folder method

The list item-add command in the SPO stack uses a private method ensureFolder. The Folder command has a FolderExtensions class with an ensureFolder method. Just like in the command file-add, the item-add should use this method instead of its own method.
