A wall with a window. Character is on one side of it, pump is on another side - i.e. there's only window tile between character and a pump.
Close window, open a recipe that requires water - it'll show you don't have any(if you don't have it in other containers nearby, obv).
Open window - yay, now you have infinite water!

Being able to use the pump I'm looking at? I mean, I could understand it in case of closed curtain to prevent "exploiting" the pump while there are zeds walking outside the house, but not when it's just open-able, transparent window between my character and a pump.
well, the glass of the window is between you and the pump, isn't it? So how do you get the water through the closed window?

AFAIK non-passable terrain and furniture prevents using the crafting inventory distance of 6 no matter if it's visible to the player.
idk about all terrain but closed window does indeed prevent it. To quickly check it you can spawn 2 rebars, drop them out of the window and check sharpened rebar crafting availability with open and closed window. One will work, the other will not.
