Describe the bug
If you anger the refugee centre NPCs, die and create a new character, the NPCs will still be hostile. This breaks immersion as the new character should have nothing to do with the old one that caused trouble in the first place.

Expected behavior
The NPCs should not be hostile on sight because you're a completely different character now.

Windows 10 0.C-37448-ga7144d2
I can confirm that it is present in vanilla.

I swear I couldn't find an issue about this. If there is one please ignore this one and my apologies.
Related to #28113 and a host of other issues with characterss in the same world.
