Brave-browser: [Feature] Tor Always Mode
The Issue: Personally, I really want to use Tor but for some sites that need my IP I don't need or want TOR.
Brave does this? Brave is great but, it doesn't let me enable it by default.
Please consider adding a Tor By Default Mode

This could be implemented as a custom group policy setting. There is already an always incognito group policy setting captured with IncognitoModeAvailability
0 = Incognito mode available
1 = Incognito mode disabled
2 = Incognito mode forced
Perhaps we could consider extending this group policy setting and offer a 3 = Tor mode forced?
