Any link I open from any program, Brackets' Chrome gets opened to "file:///opt/brackets/www/LiveDevelopment/launch.html" and does not open the link. I essentially cannot open any links by clicking on them on my system.
Ubuntu 16.04, Release 1.7 experimental build 1.7.0-16898 (release b0a363b71).

Brackets on Linux is known to have some problems: https://nathanjplummer.github.io/Brackets
Can you give a try to brackets-electron to see if it fixes your problem?
I had this problem on Ubuntu 16.04. When live preview was opened something went wrong and everytime i opened chrome the home page was file:///opt/brackets/www/LiveDevelopment/launch.html. Deleting brackets and chrome and all related files i'd found didnt help. So i had to reinstall the whole system to fix this problem.
I still have the issue, but I'm not willing to go to such drastic measures
because of a buggy app.

Sorry I don't have a direct response to your particular issue, but have you tried using the unofficial PPA for Brackets?
I have found the PPA package clears up a lot of Linux issues.
At this point I could uninstall Brackets completely and any link redirected
to be opened with Chrome just goes and gets stuck on that URL.

I have the same issue and can't get rid of it.
Guys, this worked for me, and i don't remember where i saw it, but go to : cd $HOME/.local/share/applications and delete everything chrome related.
This worked for me, and i didn't dare to use live preview again.
On Ubuntu 16.04 LTS and Chrome Version 61.0.3163.100 (Official Build) (64-bit)
I had the same problem and fixed it. I had to delete what @mikibakaiki said and 2 more folders. This uninstalls Chrome and Brackets. Then you have to install it again:
cd /opt
rm -rf google*
rm -rf brackets*
cd $HOME/.local/share/applications
rm -rf google*
rm -rf chrome*
Then reboot the system. You may want to try not to delete brackets. I forgot to try it by myself.
In order to reinstall Brackets, I search "brackets" in the file explorer from the root directory and deleted every file that was there. Then I was able to install Brackets. Chrome did not give problems to reinstall.
By the way, it was on Ubuntu 17.04 64bits.
@mikibakaiki is on the right track. Simply open the applications folder and remove all but one chrome*.desktop file. Open the chome.desktop file in a text editor and goto the Exec= line.
Remove everything related to brackets from this line.
Log off and log in again.
It should now be working again (untill the next time you use brackets live reload)
Installed Brackets with deb file excluding libcurl3. Everythings seeded aok. Then cpu/gpu visual rendering of application would ultimatly crash the program

I had the same problem and fixed it. I had to delete what @mikibakaiki said and 2 more folders. This uninstalls Chrome and Brackets. Then you have to install it again:
cd /optrm -rf google*rm -rf brackets*cd $HOME/.local/share/applicationsrm -rf google*rm -rf chrome*Then reboot the system.
