Botframework-webchat: Localization sync

This issue is for tracking new strings that are newly added and requires translations.

Strings added:

• [ ] uploadFile: "Upload file", used for aria-label on the upload button
• [ ] speak: "Speak", used for aria-label on the microphone button when speech is enabled
