Using CSP Admin account, trying to create a new dynamic group from web UI Fails. However, connecting to MSOL Service using powershell and performing the same operation is successful.

That's odd! What error does it give when you do it from the web UI? Is there a chance the wrong credentials are being stored for some reason?
Is this a problem with all of your admin credentials or just some?
I will try to reproduce this on my end though I have not experienced this issue before.
Just a 'group creation failed' error instantly. Affecting all 5 of the
delegated admins I've spoken to. I can open a ticket with support if it's
not intended.

It's never been possible to create or edit dynamic groups with AOBO as far as I know, and this is not a problem that suddenly appeared. I've never been able to create dynamic groups with AOBO, neither in GUI (portal.azure.com) nor with PowerShell AzureADPreview module.

Why did this issue get closed? AOBO scenario should either be fixed, or the documentation should be updated with this known limitation.
