Python 3.8 is actually supported. I've just create a function 2 minutes ago in East US and I confirm that I could select python 3.8 from the drop down menu

@mike-urnun-msft, yes, recently we added support for Python 3.8. We were waiting for VSCode extension, core tools, and Azure CLI to be deployed before announcing this new feature.
Now everything is ready and please contact my manager @anirudhgarg or our pm @kulkarnisonia16 for the actual announcement date.
Yes Python 3.8 has just recently been enabled in Azure Functions. VSCode extension/Core Tools/Azure CLI also have been released.
