Azure-docs: Prerequisites state that you still need a virtual machine to deploy the scaling script

I do not believe this is true any more that the scaling script has migrated to serverless:

"The machine you use to deploy the tool must have:

Windows PowerShell 5.1 or later
The Microsoft Az PowerShell module"

You can leverage any machine to deploy the Azure automation and Logic Apps using initial PowerShell scripts. Once they are deployed , you no longer need any machines including Vm's and its completely serverless as you state.
