I've gotten through most of the steps, but having multiple problems:
Lots of problems, have no idea what's going on since there are no errors during the process until the end. We have been eagerly awaiting this preview, and are dead in the water before we even jumped off the boat.

I get the same problems
After doing the server/client registration, when navigating back to the Consent page, there is no "accept" option, it's still asking me to do the server/client registration.
I have the "Windows Virtual Desktop" option in the Enterprise Apps list
But this still gives me the same error when executing the final PS command to create the tenant, I get the following error: "user is not authorized to query the management service"
Nevermind.
If I go into the Enterprise Application and manually change my user to TenantCreator, then the PS script runs successfully.
If you don't have the Windows Virtual Desktop option in Enterprise Applications it probably because you didn't run through the consent page twice, once for the Server and once for Client option. Or because your user isn't global admin.
Thank you Martin for taking the time to reply with your fix to manually change update your user role to TenantCreator.
For those who need a little extra guidance, as mentioned by julesman101 there should be a 7th step. After you assign your user account under users and groups, select your account and then click Edit. Click Select Role >> TenantCreator. This will allow you to run the PS command to create a new tenant.
