@ytugarev , Thank you for posting your question here. It is been recommended by Microsoft Product team. The reason to deploy Azure Firewall in with Hub and Spoke Model is basically for the easy management purpose as your Firewall will be in a dedicated VNET. Also going forward if you want to use Azure WAN, along with Azure Firewall, this approach would be the best one.
