Azure-docs: Does not work with Node 11

The prerequisites specify Node 8+ but should also specify a maximum of 10. I tried this with Node 11 and it does not work.

@ggailey777 Probably yes. Node 11 won't work with Functions at all, and that's documented elsewhere, but probably good to change the phrasing at least to "LTS Version of Node", "Node 8.x or 10.x", or "8<=x=<10"

I would be helpful to tell people to install nvm or n (node version managers) to change the node version, and to remember to reinstall globally installed packages with npm.

We only support LTS-covered major version. LTS-covered versions have an even major version number (8.x, 10.x, etc.) as per https://github.com/nodejs/Release#release-plan

As per @mhoeger comment, this is not the case as Node 12.x does not work either.

I've updated the language of the doc to reflect what we actually support in 2.x:
"Active LTS and Maintenance LTS versions of Node.js".
