It is a Ledger issue. they don't support Polkadot spec version 23 as of yet (the upgrade that went in this morning).
Generally it would not created a massive issue, however the tx version was also bumped - so the Ledger app needs an upgrade (as/when available).
No TX can be signed right now. Bonding, staking, transferring, etc. I understand the point about ledger spec version 23, however can we roll back to the previous version until this is released? Technically anyone dependent on using a ledger/polkadot apps is locked out of their account.
There was a runtime upgrade. On the chain. Nothing the Apps UI can do to rollback the chain upgrade as voted in by democracy on the chain.

Should we wait for an update from Ledger? Or polkadot-js? Or another onchain upgrade?
Ball is in Ledger's court. Workaround here, or just wait a few days.
