Appcenter's install page is attempting to determine if a mobile browser is in use or not in order to make available the download and installation functionality.
If a user has turned on "request desktop website" in Safari as an option, this blocks any downloading and installing on the appcenter website.
iOS 13.3 has turned this feature on by default on iPads.
Thus anyone who upgrades to iOS 13.3 will suddenly find they can no longer install off of the appcenter website and there is no clear path for them to figure it out.
You will need to adjust to this new fact of life by a better check for mobile Safari than what you're using (good luck since Apple seems to be intentionally obfuscating it).

I'm also having this issue and would love for this to be resolved!
To add to this: the "request desktop website" setting also makes it impossible to register an iPad in a user's device list. The button does show up on iPad, but nothing happens when tapping it. In the console I can see that the server responds with:

So I suspect that the problem is the same.

All our devices have been migrated to 13.3 and it is becoming a support issue to advise users to manually request the mobile site in Safari.
I think a have this same issue, install button is not visible, and when i expand an older release, install button shows up for 0.5 second and then disappears again.
