Api: Season 3 Faction Rally Ornament objectives have empty progressDescriptions

As title, objectives like 1973247151 just have an empty string for progressDescription, rather than the correct progress description that shows in game. This means the official Destiny Companion app, as well as Destiny Sets can't show how to complete the objective 😞

Oh, I see what's happening. Ugh, so this is actually a side effect of the reason why plug insertion in the companion wasn't working late last week, strangely enough. There's a slight discrepancy between the game's content and BNet's content in such a way that it went undetected all the way to production.

We're working on a way to detect when this kind of content discrepancy occurs, but in the meantime I'll see about getting us updated content for the next release (which, unfortunately, won't be in time for this Faction Rally).
