Zeronet: Switch to next-gen onion services

Hi. Tor's recent releases now support their next-gen onion services with better crypto. Can you please consider switching to them by default?

The problem is if someone switches to next-gen onion services, then the clients who using non-compatible tor version won't be able to connect to it which could result in network split. So I think we should only enable it if at least 50% of clients are upgraded to tor 3.x

I think it would be way too early as for example debian package manager contains tor 2.x and no known problem with old style onion services

There are some other attractive features besides improved crypto algos. Now an onion address is confidential unless disclosed. Hidden Service Directories can no longer learn what sites there are.

In our privacy distro we use the .deb in the Tor Projects repos that have newer stable versions available.
