You can't publish because there are no peers to publish to. This is fine, you don't need to publish. The reason for this is because other people will just request the zite/content from your computer when they visit it. As long as your zite/content is signed, people will be able to fetch the files from your computer once they visit the zite.
What publishing actually does is push new changes to at most 6 (I think) other computers. These computers then push to more computers. This way everyone's computers have the updated content without having to fetch from your computer. If there are no peers, new people are just going to have to fetch from your computer anyways, so no need to publish.
Once you have at least one peer and you make new changes, you must publish so the other computer(s) gets the new content (for the computer and for any people that are new to the zite that fetch from that computer).

Yes, the first peer will fetch from your computer. From then on, once you make changes you will have to publish because then new people won't necessarily fetch from your computer, but could fetch from someone else's (a peer).

a good way to add peers to your zite is to visit it from a couple 0net proxies, which will download and share it for you
