Yarn: Add `yarn deprecate` command

It would be nice to have a Yarn equivalent of the npm deprecate command - perhaps an undeprecate command too? Running deprecate with an empty message to remove the deprecation notice isn't intuitive

Personally, I'd like to see this more so in Yarn 2, but if you guys want you can either open an issue over at https://github.com/yarnpkg/berry or with Yarn 2 you can now write plugins easily and use them. Lastly, you may also create a PR over there now that Yarn 2 uses Clipanion, you'll find that developing a new command and functionality is far easier.
