Www.julialang.org: Missing Privacy Policy

We should add a Privacy Policy page (typically linked to in the footer) to julialang.org, probably even required to comply with certain regulations such as GDPR.

After that, probably would need to have a lawyer look over it before posting it on the website.

Would we need a lawyer if we re-use the NumFocus one? I ping them 3 weeks ago to ask if we could use theirs but no one answered.

I am sure we can re-use theirs, but we should make sure it covers all the things we need.
