Wp-calypso: Activity Log/Rewind: Need an empty state view

Upon successful JP connection and setup, if the user visits the Activity tab in Stats, they will see an empty state.

This will appear if the view has no activity recorded yet.

I am not sure the user would ever see an empty state

@enejb Keep in mind we'll be filtering by time period and maybe other criteria in the future. It's easy to imagine an empty current month view at the start of the month.

I've been thinking about loading and empty states. I'm not sure the "Your site is being synced" message makes sense for either of those states, but we can get something ready then tweak it.

Is this necessary for the MVP? We'll be using generated hourly timestamps initially so I'd expect to _always_ have restorable points.

Yeah, moved this to the later column

I am not sure the user would ever see an empty state since they would have at least connected the site which should have resulted in a at least that event showing up.

@sirreal The empty state and the revealing animation on p6TEKc-1je-p2 could be a nice intro for the activity log, even if it's faux to a certain degree.
