Wordpress-ios: Users report seeing crash report prompt repeatedly

Some users report that the "Send crash report?" prompt appears on every crash, even after selecting the option to always send a crash report.

@rachelmcr while I was unable to reproduce this issue even by manually crashing the app, I merged a few speculative fixes that will be included in the v11.0 release. Please let's continue to monitor for future reports of this issue.

If we do encounter it again, I'd be especially interested to gather the following information:

Device type, iOS & app version
User's current opt-out selection, as indicated via the Collect information setting, in Me : App Settings : Privacy Settings

@madeincosmos experienced the issue with the prompt not going away, no matter which of the three buttons she tapped, as discussed in p1543564225001700-slack-mobile-support.

She has an iPhone and is on iOS 12.1, WordPress 11.2.
