Still valid.
For reference, here are the current SEO settings and where to find information about them:
https://jetpack.com/support/seo-tools/
On the web:

Tested with WordPress 5.3, Jetpack 8.0, Jetpack Professional Plan.
In the app, we currently have Jetpack performance and security settings but not SEO.

Tested with WPAndroid 13.8-rc-1 on Pixel 3 Android 10.

Still valid, there is still not a way to access SEO tools using a Jetpack site with a Jetpack Security Daily plan.
@yaelirub may I get a quick check form you on priority—this is currently labeled low priority, should it stay that way?
Here are some screenshots from 16.5-rc-1 for reference—I noticed there are now two ways to reach the Jetpack Security screen and there is one slight difference which is that the older screen has a "Whitelisted IP addresses" section:
My Site > Jetpack settings|My Site > Settings > Jetpack Settings > Security

As we roll out the Jetpack section we still allow access to Jetpack settings from general Settings but it is not permanent and we will remove that access in the future
For the whitelist IP section please see this comment: https://github.com/wordpress-mobile/WordPress-Android/issues/13407#issuecomment-732873165

Yes. We will go over all the issues labeled "jetpack" in the near future and prioritize them
