Woocommerce: New Order Email for Admins includes customer download links

Since 3.0 (I think) the new order notification emails for admin includes all the customer download links above information about the order. This is obviously completely useless, and troublesome when the order includes a lot of download links, since the order information is hidden way below the fold.

Prerequisites

• [x] I have searched for similar issues in both open and closed tickets and cannot find a duplicate
• [x] The issue still exists against the latest master branch of WooCommerce on Github (this is not the same version as on WordPress.org!)
• [x] I have attempted to find the simplest possible steps to reproduce the issue

Steps to reproduce the issue

1. Receive order for digital product with download links
2. Receive email notification about order

Expected/actual behavior

When I follow those steps, I see...
A bunch of useless download links above information about what the order actually contained.

I was expecting to see...
Information about what the customer ordered, not download links to my own product

Isolating the problem

• [x] This bug happens with only WooCommerce plugin active
• [x] This bug happens with a default WordPress theme active, or Storefront
• [x] I can reproduce this bug consistently using the steps above
