As per Winston's Documentation
You may also dynamically change the log level of a transport:
Winston 2.x
var logger = new (winston.Logger)({
transports: [
new (winston.transports.Console)({ level: 'warn' }),
new (winston.transports.File)({ filename: 'somefile.log', level: 'error' })
]

logger.debug("Will not be logged in either transport!");
logger.transports.console.level = 'debug';

How can i change level in 3.0 if i created like this

Isn't it obvious that the previous version of the dynamic level change mechanism is far more better than new one .
I am also looking for the solution to winston 3.x as similar to above
I had the transports outside the winston.create() function and changed from outside, it worked!
var transportsList = const transports = {
console: new winston.transports.Console({ level: 'warn': level: 'warn' }),
file: new winston.transports.File({ filename: 'combined.log', level: 'error' })
};
var logger = new (winston.Logger)({
transports: transportsList
});

gets released on May 29th, 2018.
This worked for me, I gave each transport a name, Keyed by the name so I can have access to it via ref since the logger object is inaccessible directly.
