Windowscommunitytoolkit: Add PullToRefresh to MasterDetailsView 'Master Panel'

Master Panel in MasterDetailsView was intended to be used as PullToRefreshListView because It is often used for showing Collections of Emails, Articles, etc. So why not include EnablePullToRefresh as a property of MasterDetailsView.

While the default MasterDetailsView does not use the PullToRefreshListView you can accomplish this within your apps. See #1079

not sure this is worth it. But at the same time it does not hurt to see what community thinks

@deltakosh Whenever people use Master Panel they use PullToRefresh because usually the ListView in Master Panel is dynamically changing, so it would be really helpful if you include PullToRefresh as a property to take care of all this. It would save the user a lot of time and effort.

Since we removed PullToRefresh from the toolkit, this would require dependency on WinUI, so adding that label. Or we generalize the template a bit more as suggested in #1187.

Since PullToRefresh has been removed I am not sure about the possibility of this request. If the request is planning to be worked on please feel free to comment back.
