Windows-itpro-docs: Data Storage Location

This article says you can't change the data storage location. The portal (securitycenter.windows.com/preferences2/general) says "This option cannot be changed without completely offboarding from Windows Defender ATP and completing a new enrollment process". Which one is correct? What is the process to move from Europe to US?

I too am having the same issue. I haven't uploaded anything to Defender Security Center but there was already an account provisioned to Europe. I need to switch that to the US before I proceed

Thanks for the feedback. I'll update the statement to be more accurate.
The correct statement is that you will need to completely offboard and complete a new enrollment process.
You'll need to contact to support to process to move the move from Europe to US.

Is the only way to resolve this with by opening a support ticket? I am not sure if we have any credits left. We just want to start over and got stuck in the crux where if you start using Azure Security Center first it puts everything in the EU region automatically. This was done in a MS demo with by our MS account team without evaluating the implications and they just clicked through the defaults on our account. Now WDATP is tied to the region. I don't mind starting over but I feel trapped.

Yes, support is required. You shouldn't need to pay for anything though. Just log the case in the Office 365 portal. This is a product defect anyway which are never billable.
