Webpack-dev-server: [BUG] clientLogLevel: 'none' not working

Behavior:

Expected behavior:

None of these lines should be in the console, neither the first nor the second:

[HMR] Waiting for update signal from WDS...
[HMR] Detected local css modules. Reload all css

/cc @chenxsan weird things with links and headers

infrastructureLogging.level would be too long for sidebar:

Hence sometimes ago we changed the header from infrastructureLogging.level to level.

I'll see if there's any chance we can improve it.
