Web: Adjust cookie banner for iOS/Safari

Describe the bug

The cookie banner displayed on https://gitcoin.co on a user's first visit doesn't render correctly on iOS / Safari mobile. This causes the banner to take up 85% of the page and you can't accept the cookie agreement, rendering the site unusable for iOS Safari users.

users also reported not being able to click the 'i agree' button on iOS safari

To Reproduce
Visit https://gitcoin.co incognito on iOS with Safari.

Expected behavior
Display the banner in a small portion at the bottom of the screen and ensure I agree works.
